States continue to pass laws that support conducting a Remote Online Notarization ("RON"), and in response to the pandemic situation, additional states have allowed RONs under Emergency Orders. 

Our Remote Online Notarization Matrix clearly indicates which states have allowed RON either under existing law or emergency order.  For those operating under an emergency order, please see the Order Expiration table for when the order expires.

*Illinois enacted a new RON law effective January 1, 2022 but the SOS has not yet promulgated rules implementing it.  The prior emergency order expired at the end of the state of emergency on May 11, 2023. 

1. North Carolina has passed a RON-enabling law effective July 1, 2024 that is dependent on regulations which have not yet been published.  

Note: Delaware and Massachusetts have passed RON laws that are effective in late 2023 and 2024, respectively

RIN Only The state has laws supporting only remote ink-signed notarizations and not remote online notarizations.  These laws allow signing and viewing remotely but require use of a tangible (non-electronic) record.
IPEN Only The state has laws supporting use of electronic notarizations but still requiring the signer and notary to be in the physical presence of each other.  Remote online notarizations are not allowed.
