Update to Programming New Jersey Initial Tax Authorization Notice

Update to the programming if the New Jersey Initial Tax Authorization Notice (NJITAN.MSC) to add the borrower selection logic for a copy of the form to print for every two borrowers (first form - bwr 1 and 2, next form - bwr 3 and 4, etc.)
