Update CD Waiting Period Audit for use of new rule

Update the audit used for determining if there should be a new 3-day waiting period upon reissuance of a Closing Disclosure, to use a revised rule that uses a different data point internally for determining the prior-disclosed APR, which data point is more reliable than the current data point used.
