Update TDC.LSR and 4506T.MSC Inventory File to allow for alternate signature types

Update to the inventory file for the Borrower's Certification and Authorization (TDC.LSR) and the Request for Tax Transcript (4506T.MSC) to allow the user to specify on a transaction basis whether these forms should be ink signed or click signed.
